The iPhones shipped doesn’t come close to the number used by providers that have the contracts with Apple. Even after the numbers for iPhones no longer in service (poor people) and for folks who unlocked their iPhones, there is a huge number that seemed to have vanished. Now it seems people are buying them up and shipping them off to Hong Kong, where they are being unlocked and resold.
